認(rèn)證干貨，出口沙特看這里！

沙特阿拉伯是“一帶一路”沿線的重要國(guó)家，持續(xù)占據(jù)中國(guó)在中東和西亞非洲地區(qū)第一大貿(mào)易伙伴位置，但出口沙特門檻之高，使得不少中國(guó)企業(yè)望而卻步，首當(dāng)其沖便是認(rèn)證！ 沙特阿拉伯對(duì)進(jìn)口當(dāng)?shù)睾蛧?guó)內(nèi)的產(chǎn)品執(zhí)行強(qiáng)制性標(biāo)準(zhǔn)計(jì)劃，以保障公眾健康、消費(fèi)者安全、沙特本土安全、伊斯蘭道義和沙特環(huán)境，并提防貿(mào)易欺詐行為。該計(jì)劃由沙特商貿(mào)部(MoCI) 負(fù)責(zé)，確保進(jìn)口沙特的產(chǎn)品符合當(dāng)?shù)叵嚓P(guān)標(biāo)準(zhǔn)，沙特本地的產(chǎn)品則由沙特市政局、農(nóng)業(yè)部和商貿(mào)部共同負(fù)責(zé)和執(zhí)行。

    目前沙特主要的認(rèn)證類型有：GCC，SIRC，EER, SASO COC和SABER等，針對(duì)不同的產(chǎn)品類型，需要申請(qǐng)其中的一個(gè)或者多個(gè)認(rèn)證。具體認(rèn)證要求如下：

一 GCC認(rèn)證

包括13類特定電氣產(chǎn)品和玩具：

- 家用電風(fēng)扇(Household electrical fans)

- 冰箱、冷柜及其他冷藏或冷凍設(shè)備(Household refrigerators, freezers and other refrigerating or freezing equipment)

- 離心式干衣機(jī)和洗衣機(jī)，包括帶有清洗和干燥功能的機(jī)器(Household clothes dryers and clothes washing machines, including machines which both wash and dry)

- 食品研磨機(jī)和攪拌機(jī)、水果或蔬菜榨汁機(jī)(Household food grinders and mixers, fruit or vegetable juice extractors)

- 烤面包機(jī)(Toasters)

- 電熱美發(fā)器具和烘手機(jī)(Electro-thermic hair-dressing apparatus and hand dryers)

- 家用電熱裝置(Household electric heating apparatus)

- 微波爐(Household microwave ovens)

- 其他爐灶，包括炊具、炊事電爐、加熱環(huán)、烤架及烤具(Other household ovens; cookers, cooking plates, boiling rings, grillers and roasters)

- 即熱式電熱水器或儲(chǔ)水式電熱水器和浸沒式加熱器(Household electric instantaneous or storage water heaters and immersion heaters)

- 電熨斗(Electric smoothing irons)

- 插頭、插座、適配器、加長(zhǎng)電線組件和充電器(Household Plugs, Socket outlets, Adaptors, Cord Extension Sets and chargers)

- 空調(diào)(Air conditioners)

- 玩具(Toy)

申請(qǐng)要求：

1. 基于有效期的安規(guī)報(bào)告（CB或NB分包實(shí)驗(yàn)室出具的IEC報(bào)告）和 EMC報(bào)告申請(qǐng)；

2. 證書自簽發(fā)日起三年有效, 有年費(fèi)；

3. 認(rèn)證周期：2-4周

二 SIRC認(rèn)證

-  移動(dòng)設(shè)備(Mobile Devices)

-  汽車電池(Car Batteries)

-  手機(jī)電池(Mobile Phone Batteries)

-  水泵(Water Pumps)

-  洗碗機(jī)(Dishwashers)

-  電視機(jī)(TV Sets)

-  手機(jī)充電器及其配件(Chargers for Mobile Phones and Parts)

-  燈(Lighting)

-  電機(jī)(Electric Motors)

-  臺(tái)式電腦和筆記本電腦(Computers and Laptops)

申請(qǐng)要求：

       1. 基于CB申請(qǐng)；

       2. 證書自簽發(fā)日起一年有效

       3. 認(rèn)證周期：3-5周

三 SASO EER

涉及產(chǎn)品：空調(diào)、洗衣機(jī)、冰箱、燈具

申請(qǐng)要求：

1. 基于有效的能效報(bào)告

2. 證書和能效標(biāo)簽自簽發(fā)日起一年有效

認(rèn)證周期：2-4周

四 SABER

新的沙特認(rèn)證計(jì)劃SALEEM將取代目前的沙特合格評(píng)估計(jì)劃（SASO CoC）計(jì)劃，并將通過新的SABRE系統(tǒng)運(yùn)營(yíng)，該系統(tǒng)是為促進(jìn)向沙特市場(chǎng)進(jìn)入貨物和產(chǎn)品的過程而創(chuàng)建的SASO電子服務(wù)。

在SABER認(rèn)證中，產(chǎn)品將根據(jù)風(fēng)險(xiǎn)類別分為：高 - 中 - 低。根據(jù)風(fēng)險(xiǎn)類別采用不同，將采用不同的符合性檢驗(yàn)程序，并由獲得認(rèn)可的機(jī)構(gòu)負(fù)責(zé)執(zhí)行。

認(rèn)證流程：

第一階段：PCoC證書（產(chǎn)品符合性證書）

?進(jìn)口商注冊(cè)SABER平臺(tái)系統(tǒng)賬號(hào)；

?進(jìn)口商向SABER系統(tǒng)輸入申請(qǐng)信息；

?進(jìn)口商在SABER平臺(tái)系統(tǒng)中選擇一家符合性評(píng)估認(rèn)證機(jī)構(gòu)

?支付PCoC證書費(fèi)用；

?指定的評(píng)估認(rèn)證機(jī)構(gòu)通過SABER平臺(tái)系統(tǒng)在線查看進(jìn)口商的申請(qǐng)，聯(lián)系出口商/生產(chǎn)商提供認(rèn)證文件；

?評(píng)估認(rèn)證機(jī)構(gòu)評(píng)估認(rèn)證文件，并提交審核通過的文件至SABER平臺(tái)；

?SABER平臺(tái)在線簽發(fā)PCoC證書，證書有效期1年。

第二階段：SCoC證書（裝運(yùn)符合性證書）

?進(jìn)口商向SABER系統(tǒng)提交SCoC申請(qǐng)；

?認(rèn)證機(jī)構(gòu)對(duì)受管制產(chǎn)品進(jìn)行驗(yàn)證并確認(rèn)PCoC證書的有效性；

?支付SCoC認(rèn)證費(fèi)；

?SABER平臺(tái)在線簽發(fā)SCoC證書，證書只針對(duì)該批次進(jìn)口的貨物有效。

五 SASO CoC

在執(zhí)行SABER系統(tǒng)的技術(shù)法規(guī)內(nèi)的產(chǎn)品，證書通過SABER系統(tǒng)頒發(fā)；對(duì)于其他尚未實(shí)施SABER的受監(jiān)管產(chǎn)品，現(xiàn)行SASO CoC評(píng)定方案暫時(shí)還可實(shí)行。

要求：基于有效的安規(guī)報(bào)告

周期：3-5個(gè)工作日，僅當(dāng)批次貨物有效
